Do I need planning permission for a new driveway?

It depends on the size of the driveway, whether the surface is permeable or not, and what's happening with the dropped kerb and access onto the road. We can talk through what's relevant to your job when we visit.

Can you repair part of an existing driveway rather than replace the whole thing?

In a lot of cases, yes. Block paving in particular can be lifted and relaid in sections, and potholes or cracked areas of tarmac can often be patched. Whether a partial repair makes sense depends on the extent and cause of the damage.
